Replying at the top level of the thread to several invocations of the
IETF Liaison to the ICANN Board in several messages.

I've brought this thread and some of the issues raised to the
attention of the Board Technical Committee, and an initial discussion
has started.  We will also all be meeting in person in a week. I plan
to continue the conversation there, and expect to have some useful
feedback.
