I think the following should be amended:

   5.  Authoritative DNS servers MUST respond to queries for localhost
       names with NXDOMAIN.

Instead:

   5.  Authoritative DNS servers MUST respond to queries for localhost
       names with their usual response for an non-authoritative zone (e.g.
       REFUSED), except that if they are authoritative for the root zone
       they SHALL return NXDOMAIN.
