That doesn't answer the question? It all depends where you put
the weight. Text surrounding the RECOMMENDED should clarify that.

Let's put it another way, if you are trying to say "if you don't know
any better use 1400", then wouldn't "MAY use 1400" cover that sentiment
as well?

I personally also find RECOMMENDED and SHOULD to be subtly different
myself :P

Either way, it seems more words would fix whatever option is picked to
clarify that option better.
