Expiry Time:  Internet Date/Time Format from [RFC3339] Section 5.6
              profile of ISO 8601

Please don’t add yet another time format that it way too generic.
See RRSIG for how to present the time.  Name servers already have
code to parse this.

e.g.
YYYYMMDDHHMMSS in seconds since Jan 1, 1970 UTC ignoring leap seconds.

Also the field doesn’t need to be 64 bits.  32 would be fine.  We
really don’t need to support garbage collection +68 years in the
future.  You can just reference the RRSIG which uses 32 bit time
stamps.  Name servers do serial number arithmetic.
