This was a mistake on my part.  I was working at my laptop and didn’t have space to see everything at once.

As a separate matter I didn’t see a copy of my submission, and I incorrectly assumed it hadn’t gotten through, perhaps because attachments weren’t allowed.  I was wrong, but it caused me to resubmit a text-only version.  The error, along with another error, were corrected, and I updated the text slightly.  I have also updated my slide deck in case I need to use it another time ;)

With respect to terminology, I am now using “name” to mean a top level string.  Some names are top-level domain names, i.e. TLDs, and some are not.  I am using “subset” instead of state to designate the status of a name.  I have in mind that at any given time, each name is in exactly one of these subsets.  If we need to create more subsets, that’s fine with me.  This is a draft that is intended to stimulate a discussion.
