Odd to see this, I was about to say "what does this have to do with 
DNS operations?" and suggest that it move back to the HTTP group. 
Cookies aren't part of the DNS protocol.

Is the issue that a cookie needs to state for what domains it is 
valid?  Are you trying to relate domain names to a registrant? 
That's not a DNS issue, that's a WhoIs/IRIS issue, if you want to pin 
that into a protocol.
