I do think the IETF as a whole should publish something, even if it's
NOOP in the end (see 4 above).  To answer some questions about the
purpose of producing a document without an included action: The reality
is that we do need to think about the problem space and document the
conclusions.  So whether it ends up being a proposed or informational
document in the end, we can let the conversation play out.  But we
should publish something from "our side" of this special case/use.

TL;DR: yes to adopting this as a starting point.
