I'm not sure that's a general solution. What about registries that  
permit registration at multiple levels, and publish the results in a  
single zone? (e.g. ca, on.ca, toronto.on.ca). How to distinguish those  
registries from others who don't? (e.g. in, co.in, za, co.za)
