Apologies for taking so long to get this out. Despite the delay, I still
believe that this document represents a better starting point for the
discussion of the special-use name problem.

I believe that the right way to approach this problem is to try to
enumerate, without judgment, all of the problems that people are aware of
that are not problems with potential solutions.

Having done so, we can then enumerate, again without judgement, the
potential solutions to each problem, which will likely be mutually
contradictory.

Having done _that_, then I think we will be in a position to make a fully
informed decision from the set of alternatives that we have identified,
based on the end result that we want to achieve or avoid.

Abstract:
The Special-Use Domain Names registration policy in RFC 6761 has been
shown through experience to present unanticipated challenges. This
memo presents a list, intended to be comprehensive, of the problems
that have been identified. In addition it reviews the history of
Domain Names and summarizes current IETF and non-IETF publications
   relating on special-use domain names.
