On my system (an up-to-date Ubuntu), it contains:

twoLevelTLD=name,ai,au,bd,bh,ck,eg,et,fk,il,in,kh,kr,mk,mt,na,np,nz,pg,pk,qa,sa,sb,sg,sv,ua,ug,uk,uy,vn,za,zw

I assume it is a list of TLD which register at the third level. If so,
it is questionable (.af, .dz, .fr register at the second and the
third level and I do not know how Konqueror handles it).
 
So, I got your point: other browsers have the same similar (and wrong)
policy. Bad news.
