I have to second (or third) this.  This is a really good review of DNS 
over HTTP.

Shane, since DNSOP was sort of 'meh' on adopting this work, perhaps an 
ISE would work?

I am also thinking some of this may end up in the document we have 
adopted (currently 
https://datatracker.ietf.org/doc/draft-song-dns-wireformat-http/)
