A related issue is HEAD support. Today, one implementation rejects
both GET and HEAD (405), one accepts GET but HEAD triggers a 400
(probably a bug, reported).

My personal opinion is "if you support GET, you MUST support
HEAD". Any HTTP advice? (Technically, it's nothing, the vast majority
of DoH clients and servers already handle HEAD.)
