Hi all, 

This version integrates the following changes agreed on the list:
* the severity level uses the values defined in RFC7970.
* the data channel is used to exchange the attack mapping details
* telemetry data can be filtered using source-info
* ranges and wildcard values can be used in the Uri-Query options

We also updated the security considerations section and added Jon as a co-author.
