Hi all, 

This is a minor change which: 

* integrates the change agreed at: https://mailarchive.ietf.org/arch/msg/dots/agTSbIrNxd8F1zOIKS83Ic-iojk 
* fixes a circular dependency between the signal and data channel yang modules.
