This version addresses an offline WGLC comment asking to add a motivation for this recommendation:

" Nevertheless, it is NOT
   RECOMMENDED to include ACL attributes in an initial mitigation
   request for a given mitigation scope or in a mitigation request
   adjusting the mitigation scope." 

The new version fixes also some nits/typos. 

Unless I'm mistaken, no further comment was raised during the WGLC.
