Hi all, 

The main change in this version is to point to RFC8782bis instead of 8782. 

Also, this version addresses the opsdir review: add some terms in the terminology section and a call out the behavior when all links in a PUT request are set to 0.

Now that the yangdoctors and opsdir reviews are addressed, we are ready for the WGLC.
