Yes, but I was referring to this part: 

      few certification authorities issue server certificates based on
          ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
      IP addresses, but preliminary evidence indicates that such
      ^^^^^^^^^^^^
      certificates are a very small percentage (less than 1%) of issued
      certificates.
