IETF is an open organization.  In general, its mailing lists are not closed.
Working groups should not exist in a vacuum and they need input from other 
interested parties in order to produce useful results.

Having said that, there is a heuristic spam filter on the list.  It filters 
out most spam but is not perfect.  Once in a while a spam message slips 
through.  Of course, we apologize for the inconvenience.

p.s. Personally I sleep better at night because of my unshakable faith that 
the folks at cares4u.com will burn in Hell for spamming.  I just hope they 
get there soon.
