not yet a rough concensus.

* There is a distinct lack of concensus on specific wording.

This thread is open for debate, please speak up if you believe you have 
something to say that has not yet been said.

If someone believes they can distill the concerns expressed on this thread 
into precise wording, please start a new thread where rough concensus on 
that specific wording can be determined based on the "Procedures for Moving 
Forward".
