Sure. (Some other folks might better use dtn-users for questions

RUDP == RFC 1151 right?

If so, I'd probably suggest thinking about DCCP instead, but figuring
out the consequences of DTN deployments over such protocols seems
like a fine idea. (Whether as CLs or, presumably after modification, as
DTN protocols in their own right).
