We have submitted also a new version of the SIPPING CAP document:
http://tools.ietf.org/id/draft-rosen-sipping-cap-03.txt

The changes are: 

* The SUBSCRIBE body is allowed to carry location information (in civic and
geodetic location format). 
This information can be used to filter warning messages to a specific
region. 

* Registers a MIME type. 

* Text for the security consideration section. 

* Minor fixes to the example.
