[RG] I agree with Guy; we should retain "timely".

[RG] Normally I'd be in favor of replacing "can be" with "is" (since 
it's almost always better wording) but in this particular case the 
document doesn't use "Location" to refer to geodetic location, so I 
think here "can be" is better.  Or, we could say "is in general used" to 
refer to the larger scope outside this document.
