We have updated this draft.  We would like to request ecrit adopt this work.  It has had quite a bit of NENA review and we think it is ready to go.  The EENA folks, and ETSI have requested that NENA create IANA managed registries in support of a single world wide standard.  IANA has reviewed an earlier draft of this document and are okay with what it says, although they will review it again as it proceeds through the process.  We are hoping that we can start WGLC fairly soon.
