The implication of your statement is that the recall petition must stand on its own and that the recall committee would not be able to take statements from those impacted or from witnesses, simply because they signed the petition.  On the other hand, the recall committee could take such statements in support of the subject of the recall because those individuals didn’t sign the petition.

That doesn’t work for me.
