That's a fair point, I guess, but you could also say that if we take no action, it will disenfranchise literally everyone.  So while I am sorry if my framing seemed unkind, the reason I didn’t think to frame differently is that the only thing I am really more concerned with is the outcome—I don’t care who is to blame. :)
