That's a netnews header added by inn. Since the inn news submission
program has no idea where the user (me in this case) is, it seems
entirely reasonable to use -0000 if the news client hasn't already
added a local date header.

I still don't see anything to change here. The format of timestamps is
clear enough, and the way your MUA might display them is way out of
scope.
