I believe it, but I don't believe it's useful any more.

IN 2019 I collected some stats for the UASG, going through TLD zone files,
finding hosts with MX records, and sniffing the SMTP EHLO response for 8BITMIME and
SMTPUTF8.  While I didn't find all that many advertising SMTPUTF8, the
number that advertised 8BITMIME rounded to 100% to several digits of precision.
