The question is "to what extent do middleboxes participate in transport
protocols", and is relevant to determining the scope of the RG, as
stated in the charter.

Granted, the details of some of these discussions have proceeded down
into issues the RG should address, rather than focusing on the
high-level question of the charter. We should probably pop up to that
level at least until the charter issue is resolved.
