Maybe set aside a room, or part of a room, for newcomer's to hangout? Part of a room, like the printer room, could be more easily scheduled. Perhaps the morning coffee break could have a "newcomer's preferred" table, to encourage newcomers to socialize and meet those willing to talk with them?
