Thank you all for help!
Although the adoption was not success this time, all your suggestions have also been received which is very helpful to our draft.
I will continue to improve the draft and try to apply it in practice until it is perfect enough to become a working group item.

The chairs have reviewed the responses to the adoption call and they do not see enough interest from the working group to adopt this draft. Only a few active working group participants indicated they would review the draft.  The authors may take this draft to the independent submission process to get a draft published and codepoints assigned.
