I think that is the important thing. No working group has ever been
penalized for completing work ahead of schedule (probably because no
working group has ever completed work ahead of schedule, but that's a
different matter).

As long as we recognize that milestones are malleable and that the
IESG wants an initial starting point, I'm good with what you have
stated.
