[eppext] Extension to Epp Contact about VAT/national identifier - Pre Draft

I send this mail to start the collection of ccTLDs experiences about 
VAT/national identifier extension to EPP contact object.
I hope this will be a help to the work of Patrick and anyone else that 
will be involved in writing the draft.

I include below the DNS Belgium contribution from Maarten and my 
contribution about IT-NIC policy.

- DNS Belgium

They are currently collecting VAT (optional) and language (currently required) for contact objects.


- NIC-IT

We collect three fields only for those contacts that will be used as 
domain registrants so the extension itself is not required for all contacts:

Nationality: Must be one of the ISO 3166-1 codes (e.g.: IT, FR, NL, ..).
EntityType:  Allowed values:
1. Italian and foreign natural persons
                           2. Companies/one man companies
                           3.  Freelance workers/professionals
                           4.  Non-profit organizations
                           5.  Public organizations
                           6.  Other subjects
                           7. Foreigners who match 2-6
RegCode:    Registrant's Tax Code

All of fields are required
