I agree with Andy.  Let's remove Relay as a milestone and get the charter approved with the list of milestones that we have and we will adapt as we move forward.

I think that is the important thing. No working group has ever been penalized for completing work ahead of schedule (probably because no working group has ever completed work ahead of schedule, but that's a different matter).

As long as we recognize that milestones are malleable and that the IESG wants an initial starting point, I'm good with what you have stated.
