I have said in Yokohama and continue to believe that this grouping is 
unnecessary. Just treat all these documents in an asynchronous mode. It 
makes everything simpler to manage, for both the chairs and the wg.

A priority is obviously needed, but not in a hard way. Just propose 
document priorities and let start with that. We may end up changing the 
priorities as we go, for various reasons, internal or external to the 
wg.
