Although it helps to get people together, IETF efforts do not depend  
on people attending meetings in order to get work done.  Very  
important work gets done on these public mailing lists by anybody who  
cares enough to review documents and discuss requirements, tradeoffs  
and proposals.

The big questions for a BOF typically, and which will certainly be  
questions for ESDS:
  - what is the need, and can it be met without inventing something new
  - is there a feasible technical solution
  - is there interest in doing the work of the WG: are there authors,  
reviewers
  - will there be multiple implementations and interoperability and  
deployment

If you can speak to any of these from your personal point of view,  
that is a big help even without being able to attend.
