In this version I tried to address all issues I discussed during the 
interim. In particular quota usage/limits are now unsigned 64 (well 63) 
bits and there is a new section on interaction with IMAP ACL.

Even though there are a couple of open issues remaining (see the new 
section), I think this is ready for WGLC. Reviewers should pay special 
attention to my questions in "Open Issues" and the new section about 
interaction with IMAP ACL.
