I suspect that much of the work that needs to happen isn't in an IETF Working Group, but is more grass-roots. We can use this list to gather implementers together and start talking about how to coordinate, for example.

Because things like PPM and OHTTP already exist, 90% of the effort of meeting the 'who read what' use case is in getting the will together to do it -- feed readers need to add the facility, and _someone_ needs to operate the arms-length trusted intermediaries that provide the privacy properties we're looking for. 

Finding a funding model for those is the real challenge; while it might conceivably work for subscription-based feed readers, it's not going to be workable for others without some help. We may have to get creative; there is more money floating around for good public infrastructure, but I'm not sure those folks would go for this sort of thing.

Maybe a reasonable next step there would be to write an explainer that put the case for it both to implementers and potential funders.
