Attached is our proposal for data encoding over the wire
for ForCES.

This initial description has a blank chapter on ARRAY (table) encoding. 
We do have a proposal for that but we still need to
write it down (hope to do so today), but wanted to air the
rest of the proposal ASAP.

As always, eager to get bombarded with your comments.
