This is to provoke discussion. Don't take it too seriously.

Once T3 FR switches become available, woudn't it be a good idea to
replace the current layer 3 NSFnet backbone with a layer 2 FR
backbone.  The regionals would connect to the backbone with a regular
Cisco, Proteon or Wellfleet router and get a full mess logical
connectivity.  The backbone would support all protocols the regular
routers do and the huge pile of IBM computers could be junked.
Running of the routers connecting the the FR backbone could be a task
of MERIT or it could be distributed to the regionals.
