Knowing the image size is much easier than knowing how to create a
thumbnail for it. Note that the library used for thumbnailing may
already take that into account.

When given the command "THMB PNG 20 40 foo.gif" a conformant could just
shell out executing "|convert |foo.gif|-resize 20x40 thumb.png|"
