On the topic of cost sharing and cooperation, would it be of value if the
regulatory environment encourages the sharing of "dark fiber" between
existing operators - between one another as well as open up to alternate,
new networks? (From what I understand from some experts is that the Telecom
firms share fiber between themselves only by peer to peer and commercial
agreements. Some encouragement needed here)

Dark fiber could be the first step for a community network, not yet of Tier
1 or Tier 2 scale, to connect to the notionally *"inland"* 'landing'
station before the CN scales to progress to afford direct access to
submarine networks.

What is suggested here is NOT f2h, but sort of 'dark fiber to the CN Tower'.

Perhaps this list could throw light on possibilities akin to this, and
discuss a clearer proposal at the IETF 106 CN session.
