Subject: [Internet Policy] GCSC: request for consultation: Norm Package Singapore

Dear colleagues,

As you may know the Internet Society is supporting the work of the Global Commission on Stability in Cyberspace (the GCSC).

The commission develops proposals for norms and policies to enhance international security and stability and guide responsible state and non-state behavior in cyberspace.

During its recent meeting in Singapore the commission has introduced a set of proposed norms which it is now seeking feedback on.
The norms introduced by the GCSC focus on the following areas:
Norm to Avoid Tampering
Norm Against Commandeering of ICT Devices into Botnets
Norm for States to Create a Vulnerability Equities Process
Norm to Reduce and Mitigate Significant Vulnerabilities
Norm on Basic Cyber Hygiene as Foundational Defense
Norm Against Offensive Cyber Operations by Non-State Actors
More details about the feedback process and the norm proposal itself can be found via this dedicated webpage.

For direct route to relevant information, without any of the background: The complete GCSC Norm Package Singapore can be found here. The Template and Style Guidelines for the Request for Consultation (RFC) of the Norms Package Singapore can be found here.

Kind regards,

—Olaf Kolkman
