the problem with this proposal is that it enters a slippery slope regarding
use of the Internet by a party that is responsible for connectivity and not
content. While the intent is laudable, it would lead to the same kinds of
messes that ICANN is discovering as a result of the semantics associated
with domain names. Before any RIR adopts such a proposal, I think there
should be some discussion among all the RIRs - and, frankly, I hope that
such efforts as this would be rejected as an overshoot of authority.
