I don't think that conclusion follows. For example, many WG's have design team meetings that work on draft text which is then merged and reviewed by the group. In addition, after an in-person IETF meeting, we usually send an email asking if others object to the consensus decisions we made there. I have done this myself, as co-chair of a few working groups, and seen it all the time in others.  The phrase is "confirmed on the mailing list."

For another reason, the best PR's come from discussion and suggestions *in the PR* not a disparate email thread.
