Can I suggest a generic agenda item? It seems to me that gendispatch could usefully build a simple list of potential process issues in need of attention. A list in the WG wiki would be fine - a one line description of each item and the names of people interested. This wouldn't be a commitment to do work; it would just serve as a shopping list and a way to signal interest. If people agree, there's no need for meeting time at all. Just do it.
