Note that term limits is not quite the correct term, but it's close enough to foster discussion.

The limit is no more than two consecutive terms.  Is there a one-word description for that?

I agree it's an issue. I think the more important issue, now, is to get "new blood" into leadership positions. Others of course may disagree.
