If it does expect that, then we're in deep natto, because I don't
think I've ever met an AD who could honestly say that he/she/it did.
I certainly did not.  I did my best to make sure that I was
comfortable with the level of review that every document got, but that
did not always translate to my personal review of every document, nor
my personal review of every page of documents that I did review.  I
think most ADs will likely say that their mode of operation was
similar.
