That's more or less the point, yes.

Yeah, and having expiration text has had no real effect on that.  Maybe it would be worse without that text, but I doubt it.

You might infer the same from the fact that the draft was not recently updated.  My experience is that chairs have a far more nuanced understanding of the status of the work in their working groups and tend not to pay attention to any expiration dates.
