Well, I agree with all of that, and I think that was my point. When we say
"policy", we are talking about "governments and laws". The problem with
this draft is that it assumes which governments will be listened to. I
could pick some incredibly controversial examples here, but I will not.

So, this is not nationalism, but quite the opposite. As others have pointed
out, anyone can participate in the IETF.
