Finding the history is of course very different from understanding the history. I am not implying you do not fully appreciate that. You say it's important for "process, policy, or technical substance." Maybe for the last, but do you have any example where a documented change in one of the first two had a rationale that prevented repeated discussions?

It seems to me, all we have is huge collections of original source material.  If a potential IAB candidate wants to understand why the IAB has one set of duties and the IETF has another, where should they look? The answer is probably "it is not written down, you just have to attend IETF meetings and learn by osmosis."

Of course, archives and historical commentary will not stop people acting in bad faith and clogging up the works, as the earlier controversies around the "drop URI" show.
